The issues in educational management
usually concern with five major educational management aspects namely: the
policy and objectives, the resources, the management as a system. We can show
the critical areas that give birth to issues.
تعلیم / اسکول مینجمنٹ اور اس سے متعلق
امور کے پہلو
مندرجہ ذیل اہم تعلیمی / اسکول مینجمنٹ پہلو
ہیں:
1. معاشرے کی ضروریات اور امنگیں
2. پالیسی اور مقاصد
3. وسائل
4. نتائج
تعلیمی نظم و نسق کے امور عام طور پر پانچ
بڑے تعلیمی انتظام کے پہلوؤں کے ساتھ تشویش رکھتے ہیں: پالیسی اور مقاصد ، وسائل ،
بحیثیت نظام ایک نظام۔ ہم ان اہم خطوں کو دکھا سکتے ہیں جو مسائل کو جنم دیتے ہیں۔
Thus we can categorize the major
sources of educational issues as under:
1. Resource Issues: Human (students, staff). Material
(funds, facilities, equipment etc.) and Constraints (policy, regulation,
ideology, etc.)
3. Output Issues: the results of the educational
process: number of successful students, retention rate, dropouts, or how for
the educational system is meeting the objectives for setting it up.
4. Societal Issues: The social, political, cultural,
economic, technological issues which effect the management of education.
اس طرح ہم تعلیمی مسائل کے بڑے ذرائع کو درجہ
بندی کر سکتے ہیں۔
1. وسائل کے امور: انسان (طلبہ ، عملہ) مواد
(فنڈز ، سہولیات ، سازوسامان وغیرہ) اور رکاوٹیں (پالیسی ، ضابطہ اخلاق ، وغیرہ)
2. عمل کے امور: انتظامی اور انتظامی امور
(جن میں طاقت ، نصاب اتھارٹی ، تدریسی حکمت عملی ، پروگراموں کی نوعیت اور تعلیم
میں مجموعی طور پر پیداوار کے عمل شامل ہیں)۔
3. آؤٹ پٹ ایشوز: تعلیمی عمل کے نتائج:
کامیاب طلباء کی تعداد ، برقراری کی شرح ، ڈراپ آؤٹ ، یا تعلیمی نظام کے قیام کے
مقاصد کو کس طرح پورا کرنا ہے۔
4. معاشرتی امور: معاشرتی ، سیاسی ، ثقافتی ،
معاشی ، تکنیکی مسائل جو تعلیم کے انتظام پر اثر انداز ہوتے ہیں۔
In Pakistan one can guess the
following issues:
1. Input Issues:
(i) the issue of Islamization of
education enterprise (its management and procedure);
(ii) The issue of the
inadequacy/under liability of the resources (e.g. funds, staff, facilities) for
managing educational institutions or projects.
2. Process Issues:
(i) The issue of curricular (their
adequacy standards, development);
(ii) The administrative setup in
the institutions/departments to what extent do they promote or hamper effectiveness
or efficiency in the education process?
(iii) The methodologies adopted in
the teaching (how far so they reflect acceptable qualities?
(iv) Educational / examination procedures
how adequate or standardize?
3. Output Issues:
(i) How do we ensure that the
output of the system are suitable enough or we over procedures/under-producing
certain categories of output?
4. Social Issues:
(i) The political context: the matter
arising from the political system that tends to affect education system;
(ii) Social Issues: The issue of equal
opportunity, equal distribution of or access to educational facilities;
(iii) The culture: how far are they
being protected, promoted, and destroyed by the education.
The three basic procedures for the
treatment of the issues in educational management are:
a) Thoughtful and reflective
analysis of the issues: their origin, magnitude, possible consequences and
short-term/long-term implications; and the possible management strategies.
b) Through research and
investigation. Such research would reveal the ramification and implication of
issues and could suggest possible steps for harnessing and accommodating the
issues.
c) Through discussion/workshops on
the issues to highlight the implications (short/long-term implication) on
management practice.
مثال کے طور پر پاکستان میں درج ذیل امور کا
اندازہ لگایا جاسکتا ہے۔
1. ان پٹ مسائل:
(i) تعلیمی انٹرپرائز (اس کے انتظام اور طریقہ
کار) کے اسلامائزیشن کا مسئلہ؛
(ii) تعلیمی اداروں یا منصوبوں کے انتظام کے لیےوسائل
(جیسے فنڈز ، عملہ ، سہولیات) کی عدم اہلیت / ذمہ داری کا مسئلہ۔
2. عمل کے امور:
(i) نصاب کا مسئلہ (ان کی خوبی کے معیارات ،
ترقی)؛
(ii) اداروں / محکموں میں انتظامی سیٹ اپ تعلیم
کے عمل میں تاثیر یا کارکردگی کو کس حد تک بڑھاوا یا رکاوٹ بناتے ہیں؟
(iii) درس میں اپنائے جانے والے طریق کار (وہ
کتنی دور تک قابل قبول خوبیوں کی عکاسی کرتے ہیں؟
(iv) تعلیمی / امتحانات کے طریقہ کار کس حد تک
مناسب یا معیاری؟
3. آؤٹ پٹ کے امور:
(i) ہم یہ کیسے یقینی بنائیں گے کہ سسٹم کی
پیداوار کافی مناسب ہے یا ہمارے پاس کچھ خاص قسم کے آؤٹ پٹ ہیں؟
4. سماجی مسائل:
(i) سیاسی سیاق و سباق: یہ معاملہ سیاسی نظام
سے پیدا ہوتا ہے جو تعلیمی نظام کو متاثر کرتا ہے۔
(ii) سماجی مسائل: مساوی مواقع ، مساوی تقسیم یا
تعلیمی سہولیات تک رسائی کا مسئلہ؛
(iii) ثقافت: تعلیم کے ذریعہ ان کا تحفظ ، ترویج
اور تباہی کس حد تک ہے؟
تعلیمی انتظام میں امور کے علاج کے لئے تین
بنیادی طریقہ کار یہ ہیں:
a) امور کا فکری اور عکاس تجزیہ: ان کی اصلیت
، وسعت ، ممکنہ نتائج اور قلیل مدتی / طویل مدتی مضمرات۔ اور ممکنہ انتظام کی حکمت
عملی۔
b) تحقیق اور تفتیش کے ذریعے۔ اس طرح کی تحقیق
سے معاملات کی افادیت اور اس کے مضمرات کا انکشاف ہوگا اور معاملات کو سنجیدہ
بنانے اور ایڈجسٹ کرنے کے لئے ممکنہ اقدام تجویز کیا جاسکتا ہے۔
c) انتظامیہ کی مشق پر مضمرات (مختصر / طویل
مدتی اثر) کو اجاگر کرنے کے لئے امور پر بحث / ورکشاپوں کے ذریعے۔
